Contemporary art has long functioned as a lingua franca of globalization and social and ethical emancipation. Until recently, it seemed that its international infrastructure would lead us to a new round of modernization. However, as the picture of institutional development in Eastern Europe and the post-Soviet space shows, this did not happen. Why did the global emancipation project fail: because of the very genealogy of art as an institution, or because of new wars for geopolitical hegemony?
